Romania: investition in a research platform for sustainable and efficient energy

5 faculties of the Technical University of Iasi Gheorghe Asachi will develop a ten million euros project on developing a research platform.This will be used to conduct researches into green energy production and sustainable energy. The amount will fund the construction of a large wind tunnel where items related to obtaining green energy can be tested.

The project was approved in December 2012 and is expected to be completed in two and a half years. After finishing the  constructions,  companies that want to build any wind or solar park will benefit, upon request, of the results of studies in this research platforms.

The project participated in the competition "Sectoral Operational Programme - Increase of Economic Competitiveness" where was the investment for this new project was approved.

Moldova: new opportunities for energy efficiency plans in Cimislia

Starting with February 2013 the Energy Efficiency Fond is willing to allocate around 80 millions lei for projects regarding the energy efficiency projects. These fonds can be attracted by municipalities and public intstitutions and can be used, beside the improvements on the buildings, for building solar thermal plants, efficient heating systems and the exploitation of renewable energy sources.

The Energy Efficiency Fond is trying to implement the use of renewable fuels for heating and electricity production. The projects that meet the requirements still can be submitted until February 15, 2013.

Turkey : Solarex 2013 Istanbul

Taking place from 11th March to 13th April 2013 at the Istanbul Expo Center, Istanbul, Turkey; this exhibition is aimed at experts from the solar industry, as well as potential solar energy users. Ukraine: new regulations regarding the photovoltaic industry

Ukraine is one of the countries that give importance increasingly more renewable energy. And to achieve significant growth in the field, the  Ukrainian Legislative body has already prepared some regulations, late last year, that reduces by 27% thetariffs for photovoltaic energy.

This changes will come into effect from 2013. Although not many details have been released to the press,the impact is expected to be major on the investments in photovoltaic panels in the future.

Greece: new solar project for Thessaloniki

Greece is the country with the highest sun exposure between European countries. Given the boom in solar installations and renewable importance, Thessaloniki authorities have decided to reduce energy costs in schools in the city will be a priority in 2013. Authorities have approved in the Municipal Council of Thessaloniki in December 2012 an investment of approximately EUR 1.65 million to equip 50 buildings with solar panels.

Most buildings are state schools. The investment will be made entirely by Thessaloniki City Council and will take place an auction to determine the company which will take care of the constructions. Facilities to be installed will have an aggregate capacity of 500 kW, each building with an installed power of 10 kW. This project aims to reduce costs with 150,000 eur annualy.

Russia: new solar power plant agreement

Plans for a new solar power plant in Orenburg are made between the Ministry of Economic Development and Avelar Solar Technology in the Orenburg region. Due to its location on the south of the Urals region, a place where the solar irradiation is on the highest in Russia, the analysts believe that the project could be a succes.

Although little informations have been released to the press regarding this project, so far the informations indicates that it will be a 25 MWh plant implemented by Avelar in cooperation with one of Russia's leading developers of project in the renewable energy sector.The solar plant is expected to have photovoltaic modules produced by a joint venture of two Russian conglomerate, Renova and Rusnano.

The total investment is estimated to around 70 million euros and if this project will be implemented it might be possible that in the future new plans for solar power plants to be discussed between the parties.

FERC intends to improve the rules for smalled power plants

Having in view that the projects which have a 20MWh power or less are under the jurisdiction of the Federal Energy Regulatory Commission (FERC), new proposals regarding changes in order to improve the rules has been made.

The most important change will allow solar projects to meet faster the requirements for the interconnection process to the national grid. Smaller sized projects in the solar power energy sector is the fastest growing segment in the industry and is very important to have reglementations that will make easier to be connected to the national grid but keeping in the same time the system reliability and safety.

Romania: new entry on photovoltaic market

A new photovoltaic manufacturer from Germany has announced the entry on Romanian photovoltaic market in 2013. A new power plant will be developed near Craiova, according to the new signed agreement, by Conergy.

The plant will have approximately 9,200 modules, all of them manufactured by Conergy. After developing photovoltaic power plants in eastern Europe, Romnania has become a point of interest thanks to the certificates scheme that the romanian government has adopted in order to help the grow of renewable energy market.

Poland: renewable energy legislation

Although Poland is considered to be an attractive country for photovoltaic investments and a growth potential area, the renewable energy legislation has a slow progress. A new regulation for subsidies for renewable energy in Poland which was waited to take effect beginning with 1st of January 2013 was postponed and new discussions are taking place regarding the reorganization of subsidies.

If for the conditions for small systems of photovoltaic technology, with less than 100 MWh of output, it seems that an attractive framework conditions has been already prepared, most of the discussions still in progress regards the certificate system for larger installations.

Good idea for Eastern Europe : former waste storage is covered with solar panels in Italy

In the City of Osio Sotto , Italy, for 15 years a field called Scarletti, running along the A4 motorway, was used for dumping waste, creating biogas. This is the reason why the city chose this area in order to transform it into a photovoltaic park. The investors were hard to find so the City had to use the formula of the public partnership.

So, an association of companies which finances the operations carried out the works and the City will pay for the installment in leasing. The project is covering an area of 20,000 sqm and is covered with large solar panels with a power of 980 KWh. The park is owned by the City, a public property and will produce revenues of around 190,000 euros per year.

After paying the installment of 120,000 euros the city will gain a profit of around 70,000 euros per year. This will be partially use for the maintenance works. The photovoltaic park is planned to be used during 20 years of activity.

A new campaign was launched on Facebook with the aim to change the way we think about sun and to put solar energy on top of the agenda. The campaign is called "Use the Sun first" and wants to inspire people and organisations from all around the world to make a statement in supporting the sun's natural resources through a social media support.

Croatia: solar collectors contest in Krizevci City

In order to encourage the installation of solar collectors on houses in Krizevci City, a contest will be held until the 31st of January, 2013. The aim of the competition is the installation of solar collectors systems for domestic hot water use and heating for at least 10 households.

The total number of selected applicants may vary in accordance with the available financiar resources allocated to this contest. The components which are included the the approved category are: solar collectors, heat storares, circulation pump and all the necessary equipment.

The winning projects will be co-financed up to 40% of the investition for every household but no more of 10,000 kuna (including VAT) per household, for the cost of procurement and installation of the systems occurred after 1st of January, 2013.

Passive house: concept and functioning

Since the renewable energy started to become an interest of the wide world people had thought of ways to transform their houses in efficient builginds and to lower the demand of energy for heating. That's how the concept of "passive house" appeared.

The passive house is a house able to reduce the consumed energy 10 times than for a traditional house or which is able to even eliminate the heating system. In order to achieve these the house must fulfill certain manadatory requirements: the building must be a compact structure that does not allow energy losses, to be very well insulated and to use mordern technologies.

The house would only need an intelligent ventilation system consisting in a heat pump air - air. This ventilation system ensure clean and warm air in the house without the necessity to open the windows. The demand for heating a passive house is less than 15 kWh/sqm/year.

Currently there are thousands of passive house throughout Eastern Europe and their number is increasing rapidly thanks to the awareness that renewable energy in the future of energy.

Bulgaria: interest in solar energy projects moves to rural areas

After the solar energy projects won the interest of the cities, the interest has found new areas in Bulgaria - the rural areas. In the last months of 2012 the State Fund of Agriculture approved around 300 projects from a total of 700 investment proposals. Among these 300 projects aproved we will find 37 photovoltaic projects.The subsidies for these projects are granded under the measures that the Rural Development Program has adopted in order to increase the non-agricultural activities and support the development of micro-enterprises.

These solar parks will have smaller istallations which are expected to support local business by reducing the expenses with energy of these companies. After finishing the construction of these photovoltaic systems they will be connected to tha national grid.

Another helpful measure is that the state is guaranteeing long-term contract for purchasing this electricity at preferential tariffs. This entire project wants to encourage micro enterprises to diversify their business in rural areas.

Romania: new zone of interest for investors, photovoltaic energy

Beying part of EU countries, Romania has to increase the share of energy produced from renewable sources in the total energy produced in order to reach the target of 38% in 2020. Renewable energy has various forms: wind, solar, aerothermal, hydrothermal, biomass and other.

In 2020, in Romania, most of the investments regarded wind energy. Having in view all the new adopted laws in 2012 and the mechanism of promoting the renewable energy which the state offers, Romania could develop a bigger interest for photovoltaic energy which become a more interesting sector. For example, if for 1 Mwh of electricity produced and delivered by wind energy Romania offers 1 Green Certificate, for 1 MWh of solar energy the producers will receive 6 Green Certificates.

Along with the tax exemptions or reduction, tax refunds, investment aid and the promotion schemes on the purchase obligation of renewable energy, Romania could become one of the most attractive countries in renewable energy.

Romania: the first block with solar panels

So far most of the solar panels in Romania were installed on the roofs of the houses or office buildings.  300 people from Bucharst, apartment owners, decided to reduce the cost of gas and hot water through installation of 40 solar panels. The total investment amounted to 35,000 euros.

Most of the money were raised by collecting rent from the communication companies which have installed antenas on the block and the remaining 5,000 euros were paid by the owners, 25 lei for 5 months for each apartment. After eight months of struggle to obtain permits, the owners are happy about their investment.

During summer they no longer depend on the block gas central and they pay nothing for the hot water and in winter they succeded to reduce the invoice to gas by 10% and to reduce the invoice to water by 15%.

Solarna energija - why the solar energy in Croatia will develop

2013 will be the year of solar thermal energy development in Croatia. With the entry into the European Union, the Croatian state will have to adapt their national legislation to EU rules.

An important aspect will be the environmental legislation where, an important issue regards the subsidy for installation of solar panels. This is based on the experiences of Bulgaria and Romania which after the EU accession have adopted such programs as part of domestic law.

More over the good cooperation between Croatia and Germany and the interests of German companies will lead to pressure in favor of such legislation. Even the population has high expectations about this aspect. Market seems to be prepared. Is missing just the support scheme in order to find Croatia on the solar maps of Europe.

Romania: PV park in Mehedinti will start to produce

After an investment of 16,5 million euros, the largest photovoltaic park in Romania, situated in Mehedinti, will start to produce energy in January 2013. The park owned by Protuguese group Efacec is situated in Cujmir area of Mehedinti, on 36 hectares and will have 52,000 solar panels with an installated capacity of 12 MW. Annualy it will produce the amount of energy to cover the need of about 5,000 home users.

Romania: photovoltaic park in Targu Carbunesti could start to produce energy in April 2013

Local and county authorities have managed to attract in the city a group of German investors willing to invest in a photovoltaic park in Targu Carbunesti, an invenstment that will become the biggest in the city and the county. The photovoltaic park covers an area of 52 hectares and required an investment of over 47 million euros.

The works for the park already reached 30% and, although is winter, the works go on. If weather conditions will allow to continue the works the photovoltaic park could be operational on 1st of April 2013, as scheduled.

Solar paradoxes in Romania

There is a place in Romania called Lechinta, situated in Bistrita Nasaud, where you will find one of the paradoxes in Romania: there are more fixed solar panels than people.In Lechinta, a place with about 6,000 people, a private Romanian company specialized mainly in real estate has completed the works on a new solar park.

The park has 6,762 fixed solar panels with a capacity of 1.7 MW. The construction works were completed in period of 4 weeks and the entire investment is already coupled to the national energy system since middle August, 2012.

Although the total value of the investment was not released to the press, it was estimated around 3,5 million euros.

Romania: top 5 capitals of green energy

If we talk about installed power in green energy projects in Romania we can make a top 5 of the counties which has attracted investments in the green energy field of 2.5 billion euros. Most of these money were invested in wind projects. These counties are Constanta, Tulcea, Galati, Caras-Severin and Braila.

In Romania the production of green energy comes from wind turbines field in Constanta, biomass energy in Alba, small hydropower in Hunedoara and solar projects in Prahova. For the future, the areas that will probably attract the investments in green energy project are Oltenia - an attractive place for future solar parks, Dobrogea - for wind future turbines and Northern Transilvania for future biomass projects.

Romania: 2012, record year in renewable energy

A few years ago the Czechs from CEZ Company promise to invest 1.1 billion euros in Romania in building the largest wind farm in Europe. Although the construction was set to be ready in 2010, for various reasons, including obtaining timely approvals, the park was done at the end of 2012.

The farms is situated in Constanta, on a hill near the villages Fantanele and Cogealac and has a total capacity of 600 MW, bringing this company in the top energy producers in the country.

With this new investment, Romania has closed a recod year in renewable energy in 2012, the year when the largest wind farm and the largest photovoltaic farm in the country has been inaugurated.

Romania: Solar power could exceed energy power plant Cernavoda by 2016

According to National Regulatory Authority for Energy estimates, Romania could reach the level of 1,500 MW solar power by 2016.This capacity would be with 100 MW installed power more than the two reactors of the Cernavoda plant. Each of the two nuclear reactors at Cernavoda power has about 700 MW. After six years Romania still was not able to find investors for another two reactors at Cernavoda due to the uncertainity on investment.

Building reactors 3 and 4 at Cernavoda power plant requires a investment of estimated 4 billion euros. On the other hand, the installation cost for 1 MW of solar panels has dropped in the last two years from 3.5 million to 1.5 million euro so the total investition in 1,500 MW of solar power would cost around around 2,2 billion eur.

Romania: 8 million euros investment for a solar park

Starting with 2013 the Romanian market will have a new renewable energy producer - the developer of "Natura Parc recreation center". The intention is to invest 8 million euros for the construction of a photovoltaic park in Covasna, the main objective being  to reduce the electricity costs for operating "Natura Parc".

The constructions are planned to start in March 2013 and the deadline was set for September 2013. 8.18 hectares were allocated for installing the new solar park which will have an installed power between 4 - 5 MW/h, becoming the largest solar park in Covasna.

The largest solar project in the world

MidAmerican Energy Holdings, owned by Warren Buffett is determined to make the largest solar project in the world. Between 2 -  2,5 billion dollars will be invested in exchange of the project and the construction work of two farms of solar panels .

The construction works will be carried through SunPower over the next three years. MidAmerican took over from SunPower Corp two projectcs located in the Los Angeles area, with a capacity of 579 MW. The former owner will operate the farms and will also conduct the maintenance works on a multi-annual contract.

As known, Warren Buffett began last year to increase investments in solar energy. The most important acquisition is located also in California and 2.4 billion dollars were paid for this farm. California is the largest solar market in the United States.
