Romania: half of the population is in favor of renewables

A poll called "Attitudes of Europeans towards air quality" which was published in the begining of 2013, shows that 70% of the Europe citizens are in favor of renewable energy, considering it an alternative for the next 30 years.

The countries with the highest percentage are Portugal (82%), Germany, Spain and Austria (81%). Only two countries that took an average of less than 50% were Bulgaria (45%) and Romania (49%) which has a growing popularity towards this field.

When it comes to shale gas, 3 out of 4 Europeans are worried about the development of such projects near their home. The most concerned about this problems are the French (89%) and the Germans (82%). The only European country with a percentage below 50%, respectively (49%) is Poland.

Romania: Sfantu Gheorghe - photovoltaic park from European funds

According to the statements of Constantin Nica, the Minister for Energy,a new photovoltaic park will be built from European funds, this time in Sfantu Gheorghe. The project was submitted by the City of Sfantu Gheorghe in the Operational Programme for Economic Competitiveness and has an estimated value of 11 million Euro.

The total value of the project is around 47.5 million lei, around 25% will be borne by the Town Hall budget, according to the declaration of Antal Arpad, Mayor of Sfantu Gheorghe. The works are expected to take about one year and a half after finalising the works the entire quantity of electricity produced will be injected into the national electricity network. Sfantu Gheorghe City Hall will save about 85% on electricity bills starting with the production of electricity.

Seminar about energetic sector in Croatia

HRO CIGRE in cooperation with Komora Hrvatska Inzenjera Elektrotehnika organizes a seminar in April 18 , about the energy sector in Croatia. The seminar will take place at the Faculty of Electrical Engineering and Computing in Zagreb and presenters will be Zlatko Zmijarević (HERA) and Maja Božičević-Vrhovčak (DOOR).

Poland - energy low like in EU

In Sejm parliamentary government majority approved the draft amendments to the Energy Law. Now the project will return to work in Sejm. The Council of Ministers has approved changes in the energy law proposed in the parliamentary draft amendment to the Act. The government's position on the matter is already know.

According to the government's parliamentary draft amendments to the energy law, will adjust Polish law to EU regulations. Directives implemented common rules for the internal market of electricity and natural gas and the promotion of energy from renewable sources.

The Council of Ministers positively assessed include proposals relating to the corporate governance section of the gas transmission system operator and the companies involved in the production and trade of gaseous fuels. Also welcomed to solve introducing protect sensitive customer electricity. This system envisages payment of special allowances for community electricity consumers in the household.

The government supports the project also included parliamentary solutions for the sale of a specified quantity of natural gas on a commodity exchange or regulated market.

Deputies amended energy law is intended to implement the provisions of the following directives:

- Directive of the European Parliament and of the Council 2009/72/EC concerning common rules for the internal market in electricity
- Directive of the European Parliament and of the Council 2009/73/EC concerning common rules for the internal market in natural gas
- Directive of the European Parliament and of the Council 2009/28/EC on the promotion of energy from renewable sources.

Romania: Proposed amendments to renewable energy law

Ministry of Economy released for public debate a proposed emergency ordinance on renewable energy promotion system.

Among its provisions are the following:

1. Between 01.07.2013-31.12.2016 will be temporarily postpone the granting a number of green certificates for each MWh produced and delivered by the producers of electricity from renewable sources as follows:
A.1 green certificate for a hydroelectric new installed power of 10 MW (to give 2 instead of 3)
B. 1 green certificate for wind power (to give 1 instead of 2),
C. two green certificates for solar power plants (to provide 4 instead of 6).
Recovery of green certificates will be delayed since the 01.01.2017 for plants referred to in subparagraphs a) (hydro) and c) (solar) and since 01.01.2018 for plants referred to in point B) (wind). How to recover gradually the number of green certificates is established by ANRE delayed by secondary legislation.

2. Accreditation by ANRE of the new power plant is made up to the total annual value set out in the National Action Plan on Renewable Energy (NREAP). If the threshold is reached, shall cease accreditation plants.

3. Energy producers in plants up to 5 MW are under the ordinance can conclude bilateral contracts for electricity trading.

NO to Green House Program in 2013 in Romania. Rovana Plumb said that there are no money!

The Minister of Environment and Climate Change, Rovana Plumb, confirmed that the "Green House" program, interrupted since 2012, will not be restarted this year due to the lack of funds. "There are no chances for the "Green House" program to restart this year. There are no money, we have no money for financing it. If in the next period of time there will be opportunities to finance the program, then certainly we can talk about a new phase of the program", said Rovana Plumb.

At the begining of this year the official said that, as far as running the "Green House" program, stopped during previous year, a new session was intended to be launched, at that moment beying analized over 10,000 cases  which were filed in 2011.

Two months ago, a report released to the press by the Court of Romania has shown that the "Green House" program presented a range of vulnerabilities and failures in 2011.

Ukraine : Activ Solar begins commissing of 29.3 MW in Mykolaiv

Activ Solar announces the start of commissioning of the 29.3 megawatt peak (MWp) Voznesensk Solar Power Station. This photovoltaic (PV) installation is located in the south of Ukraine in Mykolaiv region spanning nearly 60 hectares. After Crimea and Odessa, Mykolaiv is the third Ukrainian region where Activ Solar has initiated the construction of solar parks.

Voznesensk Solar Power Station consists of 121,176 multicrystalline solar modules and 27 inverter stations installed on a four-row mounting system. The power station’s electricity production capacity totals 35,000 megawatt hours per annum and will save over 28,000 tons of CO2 per annum. The execution of the project has created more than 120 construction jobs and 20 full-time operation jobs.

More than 15% Ukrainian materials, technologies and equipment is used in accordance to the current local content requirement.

“With our first utility project in the Mykolaiv region we are entering another interesting province in southern Ukraine. As Crimea and Odessa, Mykolaiv region offers favourable conditions for solar energy production.” says Kaveh Ertefai, CEO of Activ Solar.

Mykolaiv region offers high levels of solar radiation, but lacks, like many remote areas in Ukraine, adequate, local, clean energy generation. Also, the region provides large flat land plots with no agricultural value, which are ideal for solar installations. Voznesensk Solar Power Station is the first solar PV installation finalized by Activ Solar in 2013.

Poland wants to make changes to the renewable energy law

The Polish government wants to promote a new renewable energy law. His idea is to encourage small small installations. Current law encourages plants over 10MW.From this point start debate in Poland.

Amendments to the new law took into account the reduction  of support for more than 2MW photovoltaic systems and reduce green certificates by 50% for higher powers of 800MW and with 75% for those of 500MW.

Also still is considering imposing certain conditions on the location and that it is not 2km away from the existing network and the time of the installation to be at least 2 years.

It remains to be seen how many of these proposals become reality and change the existing legislative framework now in Poland.

Armenia : EBRD provide 22 million US dollars loan to Ameriabank for investment in small and medium-sized enterprises and energy spheres

Ameriabank CJSC CEO Artak Hanesyan and the European Bank for Reconstruction and Development (EBRD) Yerevan Office Director Valeriu Razlog signed  a cooperation agreement.Within its framework the EBRD will provide $12 million loan to Ameriabank in the sidelines of ''Raise of Energy Efficiency and Small and Medium-Sized Business Financing''program.

The $9 million of the provided sum will be addressed to the financing of small and medium-sized enterprises and 3 million to the financing of restoring energy and energy saving. ''Ameriabank highly rates the cooperation with the EBRD and finds that the involvement of financial means will create new opportunities for diversification,'' Artak Hanesyan told the reporters on Wednesday, adding that the funding of small and medium-sized enterprises is one of the priorities of the Ameriabank’s loan policy and this loan will help to raise the volume of bank’s crediting of small and medium-sized businesses, Armenpress reports.

He also said the project will essentially promote the development of small and medium-sized enterprises and growth of their competitiveness both in internal and external markets. The EBRD’s financing will also help to increase the electricity production and promote the effective usage of energy resources and energy saving.

EBRD Yerevan Office Director Valeriu Razlog said this contract will help to provide available financing to small and medium-sized enterprises and noted that the other goal of it is development of energy.
