ExpoEnergiE 2013 was a total fiasco

ExpoEnergiE 2013 International trade fair for renewable energy, conventional energy, equipment and technologies for the oil and natural gas industry Bucharest, Romania was a total fiasco.

Very few companies, lax organization, activities almost nonexistent. Moreover the time period chosen don't was the best and kept the number of visitors to very small numbers..

Maybe next year Romexpo will seriously consider to don't organize longer this fair . Are other similar fairs in Bucharest where we can get many more companies and events.

Rooftop Solar PV in Romania – Latest changes & challenges. Key insights on developing solar projects in Romania.

With recently approved EGO of the law 220/2008 regulating renewable energy development in Romania, the Romanian Energy Regulatory Body ANRE waiting for EU Approval for the proposed FiT and moments away from their release of the new technical requirements for connecting photovoltaic plants to the network, there will be plenty of news to share with our audience.

PVRomania continues its successful series of conferences dedicated to rooftop solar PV installations, and we give you ahead notice of our next project: “Rooftop Solar PV Romania 2013 – Latest changes & challenges. Key insights on developing solar projects in Romania”, that will take place on October 22, 2013, at the InterContinental Hotel in Bucharest.

Rooftop installations are one of the PV industry’s largest potential for development once the feed-in tariff will be implemented for installations bellow 1 MW.

Following the general conference in February dedicated to rooftop installations, we noticed increased demand from our attendants to go into details of developing these types of projects, and also the need to clarify the current situation of the industry that has been constantly suffering from rumors.

Therefore PV Romania is preparing a practical debate that will once again gather all relevant factors of the industry at the same conference.

WHO WILL ATTEND:

- Managers of companies with large roof areas such as industrial and logistic warehouses, office and commercial buildings, hospitality and large parking buildings
- Companies active in the solar PV industry – developers, EPC, engineering, construction
- Lawyers and consultants who will present specific aspects related to the development of a rooftop project, from real-estate to technical issues and implementation
- Representatives of banks and financial institutions
- Representatives of the Romanian authorities regulating the energy market
- Representatives of the grid operator

October 22, 2013, InterContinental Hotel, Bucharest.

TÜV Rheinland Quality Monitor – Solar 2013: Cost Pressure Increases Risks to Quality of Solar Systems

TÜV Rheinland, the independent testing service provider, used Intersolar Europe as an opportunity to present the Solar 2013 quality monitor. For the first time, experts from the solar industry's leading testing company analyzed comprehensive data material from the past few years so that they could evaluate the current state of the art with regard to quality and industry trends.

The study showed that: "There is a pressing need to improve quality throughout projects to plan and implement photovoltaic systems," states Willi Vaaßen, Head of the Solar Energy division at TÜV Rheinland. In previous years, around 30% of all large-scale systems approved by TÜV Rheinland have shown serious defects relating either to severe safety-relevant faults that require direct action or to a substantial number of faults that significantly impair system functionality. In addition, according to Vaaßen: "Half of all faults identified are installation errors."

Analyses by TÜV Rheinland indicate that laboratory tests on photovoltaic modules must establish whether new module types have been well engineered to meet the requirements of the requisite IEC design certification. The number of faults detected in certification tests has decreased significantly: In 2002, 54% of all modules were still failing the IEC design certification at TÜV Rheinland in Germany. By 2012, the error rate had fallen rapidly to 10%. Although a very good sign, only limited conclusions can be drawn about the quality of modules in series production. Jörg Althaus, also Head of Solar Energy at TÜV Rheinland, comments: "Our more extensive tests on the workmanship quality and longevity of modules show that some manufacturers are not capable of ensuring consistently high quality in series production." In addition, experts believe that while the quest to save money in modules may well lead to innovations, the targeted material savings can have a negative impact on quality. Althaus: "At present, manufacturers are often overhasty in launching new products on the market, even if they are still having teething problems." A deterioration in the quality of testing and certification can also be seen around the world, as well as a reduced propensity among manufacturers to consistently abide by certification rules.

For this reason, TÜV Rheinland is calling for a solar quality road map to ensure acceptance in society of solar energy and safeguard its reliable contribution to the energy transition in the long run. According to the experts at TÜV Rheinland, a program of this type would center on improving quality assurance processes in production and installation. This must incorporate intensified monitoring of these measures during production and in the end product – including the use of market observation instruments – as well as random testing of photovoltaic modules in specific projects and monitoring of the quality of the installation and system construction and operation.

For the Solar 2013 quality monitor, the experts at TÜV Rheinland used its solar laboratory in Cologne to analyze the fault statistics in photovoltaic modules tested between 2002 and 2012 as well as errors in the initial acceptance of large-scale systems performed by the experts in previous years. The Solar quality monitor also incorporates the results of the PV+Test and energy yield test carried out by TÜV Rheinland for various photovoltaic modules, allowing the reliability of electricity generation and the energy yield to be compared. Finally, the study also uses the initial results of a research project examining fire protection in photovoltaic systems.

The largest integrated environmental project in Romania : wastewater treatment plant at Glina.

Bucharest General Mayor Sorin Oprescu and Minister of the Environment and Climate Change Rovana Plumb signed a funding agreement for a project for the finalisation of a wastewater treatment plant at Glina.

According to the Bucharest General Mayoralty, the project 'Finalising the wastewater treatment plant at Glina, rehabilitating the main sewerage collectors and the Dambovita collecting sewage' is an integrated project that marks an important stage in the overall rehabilitation and expansion of the city's sewage system. This will be the largest integrated environmental project in Romania of the past 20 years.

The project's worth is put at 416,519,607 euros, VAT included. The money comes under operational programme the environment (62.63 per cent), the national budget (7.70 per cent), the Bucharest City budget (0.71 per cent) and other legal sources (28.96 per cent).

'This is the biggest such plant in South-Eastern Europe and it allows for the cleaning up of the Dambovita River and part of the Arges River, thus precluding the pollution of the Danube and the Black Sea,' according to Oprescu.

He said that the second phase of the project should end on December 31, 2015.

'The project I signed today is the biggest integrated environmental project in Romania, the widest ranging one and most impactful, symbolising respect to the citizens and the environment. Moreover, it is for the first time in Romania that one of the newest green technologies is being implemented, for mud treatment, with the construction of a mud incinerator related to the project. I hope that over 2 million citizens of Bucharest City ad 11 localities in the environs will benefit from a sewage system that is up to the highest European standards, and we also hope to diminish pollution of the Dambovita basin, the Danube and Black Sea to a minimum,' said Minister Plumb.

In another line of thought, she added that Romania has reached an absorption rate of 1 billion euro under operational programme the environment.
