Romania : New wind farm project worth €200 million promotes renewable energy and brings new investment into the country

The European Bank for Reconstruction and Development (EBRD) is continuing to facilitate Romania’s transition to a low-carbon economy through the further development of renewable energy resources.

The Bank will provide a senior loan of €49 million towards the construction, commissioning and operation of the 108 MW Crucea North Wind Farm in the Black Sea region of Dobrogea.

Parallel to the Bank’s investment, Erste Group will contribute €49 million, 90 per cent of which will be covered by the Danish Export Credit Agency (EKF), while Banca Comercială Română (BCR) will provide a €27 million VAT-funding loan facility.

Preliminary construction works on the 36-turbine wind park began late last year and are to be finalised by mid-2015. Once operational, the project will trade both electricity and green certificates on the wholesale electricity trading platform, OPCOM, increasing the depth and liquidity of the Romanian energy market.

This project is expected to reduce CO2 emissions by 140,000 tons per year.

Crucea North Wind Farm is owned by a leading German power producer, STEAG GmbH, and will be its first investment in the electricity generation sector of Romania. STEAG is responsible for the planning, construction and operation of high-efficiency power plants in more than 60 countries across the world.

The total cost of the project is expected to be approximately €200 million.

Foreign business is and will remain an integral part of STEAG's business model and is to be further expanded as a pillar of its corporate strategy. In that context, STEAG is successfully focusing above all on thermal power plants as well as renewable energy sources. Growth markets in Europe, including Poland, Romania and France, are part of the strategy to develop renewables. The focus of STEAG’s work is on Wind projects as the 108 MW Crucea North Wind Farm.

"STEAG is very pleased having achieved signing of the Crucea North transaction which represents the first project of the company in Romania and is the result of the first and fruitful cooperation of STEAG with EBRD, EKF and Erste.", said Michael Baumgärtner, CFO STEAG GmbH.

“The EBRD is pleased to be working alongside STEAG as well as its financial partners, Erste Group, BCR and EKF in supporting this important project. Crucea North will promote private investment in Romania’s energy sector and help the country meet EU green energy targets,” commented James Hyslop, the EBRD’s Director for Romania.

STEAG GmbH has been active in the field of energy generation for more than 75 years. As a company with international operations, STEAG offers its customers integrated solutions in the field of electricity and heat generation and technical services. Core expertise of STEAG includes the design, construction and operation of both large-scale power plants and distributed generating facilities, and the marketing of electricity from its power plant assets. STEAG’s generating capacity is based on both fossil fuels and – for over a decade now – renewable energy.

Romania : Green certificates for renewable sources

Producers of electricity from renewable sources with power up to 1 MW will be guaranteed taking production system and receive subsidies in the form of regulated rates will be between 15.45 euro to 167 euros per MWh , as as manufacturers with power over 1 MW receive green certificates .

According to a document prepared by the National Regulatory Authority for Energy (ANRE) from Romania , the lowest price will get those that will produce energy using landfill gas , is 15.45 euros per MWh.

Projects based on energy crops and forestry waste will receive 134 euros per MWh , while the biomass - other than energy crops - will benefit from a price of 109 euros per MWh.

Small hydropower us will receive 141.9 euros per MWh , and the retooled - 137.7 euros per MWh.

The biggest "feed- in tariff" will be granted photovoltaic projects - 167 per MWh.

Will differentiated and producers receive subsidies cogeneration ( heat and power simultaneously ) high efficiency biomass power producers have . These rates should be approved, however by the European Commission, as constituted State aid.

Memorandum for green energy in northeast Region of Romania

Representatives of municipalities of Moinesti, Vaslui, Suceava and Botosani (Romania) and Agency and Local Energy Efficiency and Environment have been signed on February 27-th, together with the Agency for Regional Development (ADR) in the North East, “a Memorandum of understanding in the field of sustainable energy and energy efficiency” .

The event was held in the Business Centre and the Exhibition center Bacau, at the Regional Conference “Energy Efficiency Is a Prerequisite for sustainable development and competitive”.

“We have started yesterday, Petropavlovsk - said Constantin Apostu, General Director of ADR North-East, an regional partnerships with local authorities, who showed interest to energy efficiency. We believe that will create an advantage in the preparation of some of the future projects, which will include a component of energy efficiency or energy. Of course, cooperation in this area must be fully completed and with representatives of private companies and those with whom we met, were opened to the creation of a platform of cooperation with the public sector at the regional level, especially for documentation in order to conduct the procurement procedures on the criteria, which includes innovations”.

The element of novelty of the project was to approach public procurement as an engine for market consolidation solutions with low power consumption. The project creates prerequisites for the consolidation of the effective solutions for energy, which creates benefits for local communities in the northeast of Romania  and in terms of demand (savings for public authorities)and of the proposals (gains to the economy, regional and entrepreneurs active on this market).

Document was developed in cooperation with experts in the field of acquisitions at national and European standards and was subjected to the attention of experts, certified in public procurement, acting within the limits of authorities of the Contracting States in the northeast Region.
